SMSTS Refresher (CITB) Course
The SMSTS Refresher Training course (CITB) is designed for candidates who have already successfully completed the SMSTS Course and wish to renew/update their certifcation.
The course provides updates on how current legislation impacts the construction industry and developments in health and safety best practice on a construction site. The SMSTS Refresher Training also identifies and develops the managerial skills necessary to deliver compliance with current health and safety legislation with a focus upon the legal duties and responsibilities of managers.
This course is endorsed by Build UK as the standard training for all construction managers. At the end of the course you will be able to implement all health, safety, welfare and environmental legislation affecting your daily work, implement new guidance and industry best practice, state your duties and responsibilities with regards to health, safety, welfare and the environment.
All SMSTS course certificates are valid for 5 years from the date of issue and delegates will be required to provide proof that their current SMSTS certification is in date in order to attend the Refresher Training.
SMSTS Refresher Training Pre-Requisites
The CITB requires that all delegates must undertake the SMSTS Refresher Course prior to the expiry of their SMSTS certification.

The CITB SMSTS Refresher Course consists of 2 days training and delegates must attend both days.
SMSTS Refresher Courses (CITB)
Our SMSTS refresher courses are accredited by the CITB and can be undertaken at one of our six Training Centre’s. New courses start weekly and also run at weekends.
The Site Management Safety Training Scheme (SMSTS) refresher course forms part of the Site Safety Plus scheme and is intended for Site or Project Managers, undertaking managerial duties, in the construction industry.
This course is endorsed by Build UK as the standard training for all construction managers. At the end of the course you will be able to implement all current health, safety, welfare and environmental legislation affecting your daily work, implement new guidance and industry best practice, state your duties and responsibilities with regards to health, safety, welfare and the environment.
All of our courses are all inclusive so there are no hidden extra charges i.e. books, exams, etc.
Site Safety Plus Scheme
The Site Safety Plus (SSP) scheme provides the construction industry with a suite of courses aimed at health and safety awareness and career development in order to maintain a safe workforce.

The courses are designed to give everyone from senior managers to operatives the skills they need to progress through the industry. The starting point is a one-day Health and Safety Awareness (HSA) course, a qualification that underpins the issue of a CSCS Labourer Card, to the five-day Site Management Safety Training Scheme (SMSTS). At Goldcross Training we aim to ensure that everyone benefits from the best possible training which is why we only use fully accredited and experienced instructors.
SMSTS Refresher Course (CITB) Content
The SMSTS Refresher Course covers the following:
- Legislation & Regulatory updates
- Discussions on the impact and practical aspects of compliance with current legislation
- Any proposed/impending legislation and its impact
- Communication and consultation
- RIDDOR – Accidents: costs, root causes, statistics, prevention and management responsibility
- HSE areas of concern/focus in the construction industry
- Safety management systems: implementation, policies/procedures, plans and performance measurement
- Behavioural Safety: human error, stress, and its prevention
- Management and supervision of Contractors
- The effective use of ‘toolbox talks’ and ‘site inductions’
- Individual & group exercises
SMSTS Refresher Training Course Assessment
Course members are required to reach or exceed a minimum level of achievement on the course. Assessment is determined by:
Full attendance of all sessions of the SMSTS refresher course
Assignments / projects during the course
Objective examination
The CITB SMSTS certificate is issued on successful completion.
General Course delegates can re-sit assessments at the next possible opportunity if you have failed. You are not automatically re-entered, so you must notify the course administrator of your intention to re-sit by contacting admin@goldcross-training.com. If it is agreed, you will receive confirmation of the decision once your request has been considered.
Any re-sits authorised will be in accordance the accrediting body scheme rules:
Cskills (SMSTS, SMSTS Refresher, SSSTS & SSSTS Refresher Courses)
Where a delegate has achieved 70% in the core exercises and the tutor’s review, and gained between 64% – 68% in the multiple-choice examination, the delegate may re-sit the multiple-choice examination by attending another course on the final day. Subsequent arrangements will be at the delegate’s own expense.
The training provider must make the arrangements with the delegate and ensure that the same examination is not used twice. The delegate must re-sit the examination within 90 days of the last day previously attended. A charge may be made to the delegate; however, this fee is left entirely to the discretion of the training provider. Should the delegate fail for a second time, that person will need to attend the full SMSTS course again. Delegates may only be given two chances of successfully achieving the Construction Site Manager’s Safety Certificate, after which an alternative course should be considered to match the delegate’s level of knowledge and understanding of health and safety on site.
When a delegate scores less than 64% (16 correct answers out of 25) in the final examination, the delegate must attend the full SMSTS course again before they are allowed to re-sit the examination.

The CITB was established in 1964 and was one of a number of training boards covering UK industries. It was a non-departmental public body of the Department for Business, Innovation and Skills until 2016 when it moved to the Department for Education. The activities of the CITB have been redefined by Statutory Instruments.
In 2003 the licence for the new construction industry Sector Skills Council (SSC) was awarded to to “ConstructionSkills”, a partnership between the CITB and the Construction Industry Council (CIC). The CITB became known as CITB-ConstructionSkills, or simply ConstructionSkills, for the most of the next 10 years.
In March 2013, it was announced that the organisation would drop brands such as CITB-ConstructionSkills, CSkills Awards and National Construction College and revert to its original CITB name as a result of industry feedback suggesting that multiple brands were causing confusion. In May 2017, the awarding body Cskills Awards was sold to another industry awarding body NOCN.
